Major League Baseball is exploring the implementation of a salary cap and salary floor beginning in 2028, according to recent proposals discussed by Commissioner Robert D. Manfred Jr. The league's collective bargaining agreement expires after the 2026 season, and the new framework could reshape team spending structures.
The discussion comes as MLB seeks to address competitive balance concerns. Manfred spoke about the proposals during an interview prior to the 2025 All-Star Game in Atlanta on July 15, 2025. The potential changes would mark a significant shift in MLB's financial landscape, which currently operates without a hard salary cap.
